MAD 150 Mln for More Than 1,000 Social Welfare Institutions in 2022 (Minister)
« The houses of students (dar attalib) and students will benefit to the tune of 63 pc of this support, » said the Minister who gave a presentation on the « situation of social welfare institutions » before the Committee on Social Sectors in the House of Representatives.
Hayar stressed that her department has set a new goal consisting of training 10,000 assistants and social workers by 2030, under a partnership with the Ministry of Higher Education, Scientific Research and Innovation.
The total number of social workers active in the various types of social welfare institutions under the National Mutual Aid exceeds 12,000 and includes, among others, social workers operating directly with children.
Hayar then referred to the problems related to the roles entrusted to the social worker within the system of social welfare institutions, citing, for example, the lack of specialization, the degree of competence of assistants in rural areas, the lack of practical component in the training cycle, the absence of a system of valuation of achievements, the low allowances and bonuses in addition to the working conditions that do not attract human resources and complicate their retention.
The Minister noted that studies conducted by the Department of Solidarity, Social Integration and Family have highlighted several constraints related to the fact that 90 pc of social workers are active in associations, including those in charge of managing social welfare institutions, where the problem of supervision as well as funding give them a hard time.
To restore the situation, she added, the Ministry has launched, through the strategy of the social pole 2021-2026, a series of projects related to the generalization of social protection, the implementation of laws specific to social welfare institutions and social workers, the promotion of the quality of care within these institutions, digitization to improve the supply and access to services and, finally, the optimization of the operation of the National Institute of Social Action.
She has, in this regard, insisted that the improvement of the conditions of social workers at the professional and institutional levels is a prerequisite for the implementation of multiple policies and development programs that aim to promote the rights of social categories.
