2022: DGSN Carries on Action for Better Management of Police Services’ Professional Life
Regarding the management of the professional life of some 78,737 National Security staff members, the current year was marked by the gradual implementation of the mechanism of the new Charter of recruitment and training of the police after the end of the period of health pandemic, said the DGSN in its balance sheet for 2022.
Six open competitive exams were held this year to recruit 5,913 police staff, and candidates applied for these positions through the electronic platform accessible to the public on the Internet. The announcement of these competitions has been made on a large scale to guarantee equal opportunities.
In 2022, 13,365 policemen and women benefited from police professional training programs, 61% of which attended basic training courses for recruits.
Furthermore, some 38 training sessions were provided in Morocco and abroad as part of international cooperation relations in security for the benefit of 777 police officers.
This year was marked by the continued implementation of bilateral South-South cooperation programs. Within this framework, several police services from sister African countries benefited from training and qualification programs, including 60 police officers from Guinea Conakry, who underwent extensive practical and theoretical training in several fields, such as public security, judicial police and forensic science.
Several other training courses were provided to executives from the Comoros Islands, Mauritania and the United Arab Emirates.
The DGSN has also provided practical and theoretical experience to the security executives of Qatar, as the country hosted the FIFA World Cup.
In this context, several security delegations and representatives of the authority in charge of the organization of the World Cup were welcomed to learn about the mechanisms of management of large-scale events, security arrangements and crowd control during many continental sporting events organized by the Kingdom of Morocco.
The bilateral cooperation program has also included the training of Qatari security officials on cyber risks related to major sporting events, as well as the dispatch of a security team to take part in the works of the Operations Command Center in charge of the World Cup security.
As part of a strategic vision to protect the function of the police and strengthen the dimension of human rights in the training program, the DGSN and the National Council for Human Rights inked, in September 2022, a partnership and institutional cooperation framework agreement in the field of training and strengthening respect for human rights in the security realm.
Such an initiative aims to strengthen cooperation in the different areas of training while consolidating the achievements made in the field of implementation of human rights and developing joint action to promote the culture of human rights in the police training curricula.
In acknowledgment of these various national and international partnerships in the area of training, the Director General of National Security and Territorial Surveillance has been appointed to the Supreme Council of the Naif Arab University for Security Sciences in Saudi Arabia.
The membership in this body, which is considered the scientific and academic arm of the Council of Arab Ministers of Interior, will allow police officers, men and women, to access graduate programs and academic training in various disciplines of the profession.
Regarding the development of police academies, the DGSN obtained during the year 2022 a property of the State in El-Fouarat, on the outskirts of the city of Kenitra. The plot, with a total area of about 147,845 M2, is undergoing development works to build a regional school of police in Kenitra.
This project comes within the framework of the implementation of the DGSN plan to diversify regional police training schools, with the aim of increasing the quality of training and bringing training schools closer to the trainees.
Regarding staff incentives, the DGSN remained faithful to its approach, adopted over the past six years, which is to ensure « regularity » with regard to publishing advancement tables before the end of each year. The Commission of advancement has completed the review of files of 22,169 officials included in the promotion tables for the year 2022.
The DGSN has paid special attention to employees in the lower and intermediate grades to enable them to benefit from significant incentives for career development.
The DGSN has issued 17 letters of congratulations to policemen who have shown a high sense of professionalism in the performance of their duties.
Similarly, the National Security services continue to apply the plan aimed at bringing civil servants closer to their social and family environments, by responding favorably to 1,374 transfer requests, 388 of which were processed under the emergency procedure for social, health or family reunification reasons.
During this year, hearings were granted to 903 officials who submitted requests for hearings under the « Request for Hearings » scheme, which is guaranteed to all.
Likewise, 2,319 policemen benefited from the right to defense and support under the principle of « the protection of the State » guaranteed by the law to the security staff as a result of physical and verbal aggression to which they are exposed during the exercise of their functions.
Also, the DGSN is working on strengthening the mechanisms for handling administrative grievances by the Central Grievance Commission created in December 2018, in order to ensure administrative justice and open the door to appeal and review of disciplinary measures.
During this year, this commission received a total of 244 administrative grievances and issued 259 recommendations for the revision or cancellation of 14% of the disciplinary measures taken and approved 86% of the sanctions and measures issued.
On the other hand, the correctional mechanism aimed at disciplining the professional faults of police officers processed 7,938 administrative cases in 2022 and issued 1,618 disciplinary sanctions, 104 of which were suspensions and 5,266 disciplinary measures, within the framework of the moralization of the public service.
In addition, the inspection commissions of the National Security carried out 524 administrative investigations, 145 of which were opened on the basis of denunciations. They concerned 1.898 civil servants against 1.505 during the previous year.
Of these investigations, 19 concluded that there were elements confirming acts contrary to criminal law and were submitted to the judicial police for investigation under the supervision of the competent public prosecutors.
Regarding the social protection of the National Security, the Mohammed VI Foundation for the social works of civil servants of the National Security has granted direct aid in the form of financial grants and in kind to its members, including 1,067 beneficiaries.
Direct financial support and vouchers were also granted during the religious holidays to 3,961 widows and 327 retired police officers who receive a monthly pension of less than MAD 2,000, with a total envelope exceeding 6 million dirhams.
In addition, the Foundation has offered children and orphans of police officers many educational and recreational initiatives, especially after the return of summer vacation camps for the benefit of 3,620 children, compared to 2,724 during the last edition in 2019, before the state of health emergency. These summer camps were organized over four different periods in seaside resorts in Agadir, Bouznika, Ifrane and Tetouan.
For its part, the Inspectorate of Health Services of the National Security carried out the implementation of its « Health 2022 » action plan, which ensures, among other things, vigilance and responsiveness to the evolution of the Covid-19 pandemic situation. Thus, 28,927 tests were performed, diagnosing 13,465 Covid-19 cases, which led to only one death, with a recovery rate of 99.71%.
In 2022, a total of 133,720 medical consultations and interventions were carried out for the benefit of police officers, including 51,120 consultations in general medicine, 56,658 consultations in occupational therapy, 6,577 specialized consultations, 14,246 dental care services, and 5,119 consultations of psychological support.
Also, the year 2022 was marked by strengthening health care provision at the regional level through the equipment and inauguration of health centers under the National Security in the cities of Oujda and Settat.
These are integrated structures that offer services and medical consultations, as well as first aid for the benefit of police officers and their dependents, in addition to and in support of the offer of advanced and integrated medical services provided by the Radiology and Medical Analysis Center of the National Security in Rabat, inaugurated by HM King Mohammed VI in 2019.
In 2022, this center provided 53,527 consultations and medical examinations, including 31,467 biological analyses, 16,362 radiology exams and 5,698 Covid-19 PCR tests.
