Upper House Adopts Bill on Inactive People Able to Pay Health Insurance Contributions

The House of Councillors adopted Tuesday unanimously, the bill No. 60.22 on compulsory health insurance (AMO) dedicated to people able to pay their contributions and not engaged in any paid or unpaid activity.

This text concerns the harmonization of the general rules shared by all the AMO set out in Law No. 65.00 and the AMO scheme dedicated to persons able to pay their contributions and not engaged in any paid or unpaid activity as a general principle, said the Minister Delegate for Relations with Parliament, Government Spokesman, Mustapha Baïtas, who presented the bill on behalf of the Minister of Health and Social Protection, Khalid Aït Taleb.

This bill determines the eligible category to benefit from this scheme, namely people whose ability to pay contributions has been proven, and who are not subject to any other scheme of the AMO, while adopting the system of targeting beneficiaries of social support programs in force, as a mechanism for determining the ability to contribute, said Baïtas.

Similarly, the bill entrusts the National Social Security Fund (CNSS) with the mission of managing this scheme, and sets the beginning of the effectiveness of the membership on the first day of the month following the month in which the insured was registered, he said.
