Operational dimension of joint African action should be at center of AU intergovernmental process, says official

Morocco has reaffirmed before the African Union’s Permanent Representatives Committee (PRC) that the operational dimension of joint African action should be at the center of the intergovernmental process of the pan-African organization.

Ambassador Mohamed Arrouchi, Permanent Representative of the Kingdom to the AU and UNECA, who was speaking on Monday at a videoconference meeting of the PRC, stressed that the implementation of the decisions of the deliberative bodies of the African Union (AU) inherent in the mobilization of resources, remains a major challenge.

To face this challenge, the Moroccan diplomat noted that a new approach, based on the rationalization of the decisions of the deliberative bodies of the AU, is to be advocated, especially in terms of financial implications by putting more emphasis on internal resources.

Arrouchi, who is leading the Moroccan delegation at this session, reiterated the importance of equipping the implementation strategy with clear and effective control mechanisms that will allow for real-time monitoring of the decisions of the legislative bodies and evaluating the progress made in the implementation of the decisions of the legislative bodies in a clear and measurable way.

The Moroccan delegation also reaffirmed that the effectiveness and efficiency of joint African action within the AU should be based primarily on the priorities of good administrative and financial governance within the AU Commission, supported by the presence of qualified and dedicated staff, as well as the credibility of the intergovernmental process and the centrality of the operational dimension in decision-making processes.
