CNDH, DGSN Set to Promote Human Rights Respect in Detention Facilities

A training session aimed at strengthening the capacities of police officers in charge of guarding people in custody in detention facilities under the authority of the General Directorate for National Security (DGSN) was organized, Monday in Rabat, by the National Human Rights Council (CNDH) in partnership with DGSN.

This second training session is part of the continued implementation of the partnership and institutional cooperation agreement linking the two institutions, in the field of training and consolidation of human rights respect in the performance of the security duty.

Signed on September 14, 2022, this agreement aims to promote human rights culture in police training, by establishing it as a reference governing the duty of national security officials in charge of law enforcement.

In a speech at the opening ceremony of this training, CNDH President, Amina Bouayach, said that the two parties are determined to continue the implementation of the recommendations of their bilateral partnership, which « sparks the interest of several national human rights institutions at regional and international levels, particularly with regard to rigorous monitoring of the work of mechanisms relating to the prevention of torture.

In this respect, she underlined that bilateral cooperation and consultation on this subject also testifies to Morocco’s commitment to implementing international standards and mechanisms relating to the prevention of torture and the preservation of the citizens’ dignity, particularly by police officers in charge of law enforcement.

Bouayach welcomed, in this regard, the efforts made by security officers in detention facilities, highlighting the positive assessment given by the National Preventive Mechanism regarding the implementation of the bilateral partnership provisions.

For his part, Central Director of Judicial Police at DGSN, Mohamed Dkhissi, said that the bilateral partnership is « strategic, operational and pioneering at the Arab and African levels in the field of the fight against torture and its prevention. »

In this regard, he drew the attention of police officers to the importance of preserving the dignity of citizens, and to the duty to observe good behavior and respect the provisions of national and international laws.

Held on September 4-8, this training session is supervised by CNDH and DGSN executives around several themes dealing in particular with « human rights: principles and practices », « the conventional practice of the Kingdom of Morocco and its international obligations », « the constitutional and legal provisions: principle of conventions and consistency of legislation », « the rights of persons in custody and their material conditions », and the « bodies of prevention, control and appeal « .

The two parties had launched their partnership with the organization of an international seminar, on September 20, 2022, around the theme « standards and practices in the prevention of torture during arrest, hearing and detention ».

CNDH and DGSN had also organized a first training session for police officers in charge of custody in detention facilities under the supervision of DGSN, on September 26-30, 2022, for 20 officers representing various regions of the Kingdom.
