The Minister of Higher Education, Scientific Research, and Innovation, Azeddine Madoui, presented a comprehensive report on Thursday in a meeting with the Education, Culture, and Communication Committee in the House of Representatives. The presentation covered key indicators and ongoing initiatives in Morocco’s higher education, the ministry’s 2025 action plan, and its proposed budget for the same year.
Madoui highlighted a steady increase in enrollments across public and private higher education institutions, with a 5.3% rise in student numbers for the 2024-2025 academic year, totaling 1,307,327 students. Public universities host the majority, with 1,159,399 students, representing 89% of the total and marking a 4.8% increase from the previous year, while private institutions enroll 87,226 students, a 10% rise.
The number of students in limited-access programs has grown by 21% from 2023 to 2025, accounting for 26% of all programs. For 2025, the ministry aims to diversify educational offerings with 4,000 approved programs, 1,000 in private institutions and 3,000 in public.
The ministry is also working to boost graduates’ employability by establishing career development centers in universities, enhancing partnerships, and creating structures to monitor graduates’ professional integration. In scientific research, there are 245 accredited doctoral programs and 1,000 doctoral scholarships awarded annually, with a goal to increase these through sectoral partnerships.
