Finance Committee Approves First Part of 2025 Budget Bill

On Wednesday morning, Morocco’s House of Representatives’ Finance and Economic Development Committee approved the first part of the 2025 Budget Bill after a 23-hour session. The bill received majority support, with 26 votes in favor and 11 against.

More than 540 amendments were proposed during this session, attended by Fouzi Lekjaa, the Minister Delegate for the Budget. According to Committee Chair Zina Shaheem, the session was marked by “healthy and responsible debate” between the government and MPs from both the majority and opposition. Notable amendments included provisions for the Atlantic gas pipeline, sporting events hosted by Morocco, and adjustments to tax and customs codes.

Finance Minister Nadia Fettah reiterated the government’s commitment to its 2021-2026 program, even amid international uncertainties. She also highlighted that the government has raised the VAT share for local authorities from 30% to 32% for the first time since 1986. Public investments for 2025 are projected at MAD 340 billion, aiming to support sectors like water infrastructure, agriculture, and housing.
