Prison Isn’t the Only Option: Morocco Turns to Smart Justice

Legal experts confirmed that Morocco’s new alternative sentencing law is expected to take effect in August 2025, marking a major shift in criminal justice reform, though facing implementation challenges.

According to Mourad Alami, head of crime analysis at the Public Prosecution Office, the law aims to modernize punitive justice by balancing deterrence and reintegration, but requires training, coordination, and public engagement.

The four main types of alternative sanctions include:

  • Community service

  • Electronic monitoring

  • Restrictions or therapeutic/educational measures

  • Daily fines

These alternatives exclude serious crimes such as terrorism, corruption, human trafficking, and money laundering.

Karim Ait Bela, prosecutor in Kenitra, emphasized the need for a transitional phase to assess implementation, and called for strong logistical support and public awareness campaigns to ensure the reform’s success.
