Government Approves New Decree to Enhance Protection of Ministry of Health Employees Against Occupational Risks

On Thursday, 25 Shawwal 1446 (April 24, 2025), chaired by Aziz Akhannouch, the Government Council approved the draft decree No. 2.25.339, which amends and supplements decree No. 2.99.649 of June 25, 1999, regarding the protection and compensation of certain categories of Ministry of Health employees against occupational risks. This initiative is part of efforts to strengthen the health system and enhance human resources in the sector.

This decree is in line with the royal directives aimed at improving the attractiveness of the national health system and valuing the human resources working in it. It also aligns with the government’s 2021-2026 program, which emphasizes the development and motivation of human capital in Morocco.

The draft decree aims to increase the compensation for occupational risks for Ministry of Health employees. It includes, for the first time, compensation for occupational risks for teaching researchers working in the higher institutes of nursing and health techniques, as well as the National School of Public Health.

  1. Increase in Compensation: The project aims to raise the compensation for occupational risks, improving the working conditions of health workers and encouraging better public service delivery.

  2. Inclusion of Teaching Researchers: For the first time, teaching researchers will be included in occupational risk compensations, which will foster research and education in the health sector.

  3. Incentivizing Health Workers: The project encourages health workers to deliver better services by improving their working conditions and job security.

The project is part of a government plan that has been in place since 2015, gradually covering and compensating health sector employees. The government continues to implement this plan, prioritizing urban institutions that are more exposed to risky practices.

This project is a significant step in strengthening the Moroccan health system by creating a safer and more stable work environment for employees. These measures will also help improve the quality of health services provided to citizens, reflecting the government’s commitment to ensuring the efficiency of health facility management.
