Government Council Reviews Legislative Projects and University Entry 2024-2025

The Moroccan Government Council convened this Thursday, chaired by Aziz Akhannouch, to review several legislative drafts and an international agreement, in accordance with Article 92 of the Constitution.

The session began with a presentation on the 2024-2025 university entry updates by Abdelatif Miraoui, Minister of Higher Education, Scientific Research, and Innovation. This academic year, launched under the theme « Excellence, Digitalization, Empowerment, » aligns with the strategic implementation of the national plan, PACTE ESRI, aiming for 2030.

The Minister highlighted the steady increase in interest in higher education programs, with a growth rate of 5 to 6% over recent years. The total number of students now reaches around 1.3 million, with 344,679 new students enrolling this year.

He also emphasized the progress in implementing the new pedagogical model, especially for master’s programs and selective institutions, along with the launch of the MyMoroccanUniv application, aimed at supporting students through the digital transformation of Moroccan public universities.

Approval of New Decrees and Deferral of Certain Projects

The Council approved draft decree no. 2.23.100, related to the management of the register of civil real estate companies, presented by Justice Minister Abdelatif Ouahbi. The decree focuses on organizing the register electronically and detailing the procedures for registration and amendments.

Another decree, no. 2.23.101, was approved for managing the register of powers of attorney concerning real rights and the national electronic register of powers of attorney. This decree specifies the organizational procedures and the issuance of certificates.

The Council postponed the examination of draft decree no. 2.22.381 on internal control within ministerial departments for further refinement. It then approved decree no. 2.23.971 regarding the regional plan for the development and management of fishing and aquaculture in inland waters, considering raised observations.

Agreement Between Morocco and Spain on Driving Licenses

The Council concluded by discussing the amended agreement between Morocco and Spain, which facilitates the exchange of Moroccan driving licenses in Spain without the need for a theoretical test, except for certain categories requiring practical tests.
