The African Union Peace and Security Council has reiterated the importance of the Skhirat and Bouznika processes in addressing the Libyan crisis.
In a statement following its 1244th meeting on November 12, the Council emphasized that the Skhirat Agreement, signed on December 17, 2015, under UN mediation, remains a reliable framework for achieving a lasting political solution to the Libyan crisis.
The Council also noted the significant progress achieved during the joint committee meeting between the Libyan House of Representatives and the High Council of State, held from May 22 to June 6, 2023, in Bouznika, Morocco. These discussions resolved disputes and finalized electoral laws for the upcoming presidential and parliamentary elections in Libya.
At this meeting, Mohamed Arrouchi, Morocco’s ambassador to the African Union, highlighted the importance of dialogue and consultation among Libyan parties as the only viable path out of the crisis. He recalled Morocco’s pivotal role in hosting the negotiations that led to the Skhirat Agreement in 2015.
Arrouchi also stressed the positive outcomes of the Bouznika talks, which brought about consensus on critical issues for organizing fair elections. He affirmed Morocco’s commitment to facilitating a peaceful resolution free from external interference, emphasizing that Libya’s legitimacy can only be restored through inclusive and transparent elections.
