Abdel Samad Azraq, Judicial Affairs Coordinator at the Financial Courts of the Supreme Council of Accounts, stated on Friday in Rabat that 297 cases are currently under review. These cases focus on financial and budgetary misconduct committed by general managers.
According to the 2023-2024 annual report, 75% of the cases handled nationally involve public institutions, while 93% of regional cases are linked to local authorities. So far, 62 cases have been resolved, resulting in fines totaling 5 million dirhams and restitution orders amounting to 9 million dirhams. However, 24 cases were dismissed due to lack of evidence.
Investigations uncovered failures in enforcing tax regulations, calculating revenues, and addressing errors in tax collection procedures.
Key violations include unjustified avoidance of competitive bidding, errors in contract awarding, and certification of non-compliant deliveries or works.
Following audits, public accountants returned 28 million dirhams to relevant entities before final rulings. Additionally, 761 rulings confirmed deficits amounting to 55 million dirhams, mainly due to lapses in revenue collection.
Finally, 16 criminal cases have been referred to the Court of Cassation for review by the Public Prosecutor.
