Moroccan Parliament Approves Reform of National Water and Forests Agency

Morocco’s House of Representatives approved, by majority vote on Tuesday, Draft Law No. 20.25, which validates Decree-Law No. 2.25.302 dated April 4, 2025, amending Law 52.20 establishing the National Water and Forests Agency.

The bill was passed with 101 votes in favor, 12 abstentions, and no opposition.

Government spokesperson Mustapha Baitas explained that this reform aims to finalize the legal process in accordance with Article 81 of the Constitution, ensuring the automatic integration of agency employees starting January 1, 2026.

The amendment also removes the option for employees to return to the Ministry of Agriculture and clarifies human resources terminology to align with the agency’s evolving structure.
